Before You Apply: Quick Eligibility Check
You can apply for e-Residency if you:
- Have a valid passport or EU identity card
- Have no serious criminal record
- Are not a first-time applicant from Russia or Belarus (due to current sanctions)
That's it. No income requirements. No business experience needed. No age restrictions.

What You Need to Prepare
Gather these before starting your application:
1. Government-issued ID scan
- Passport or EU identity card
- File size: 1-5 MB
- Formats accepted: JPG, JPEG, PDF, PNG, or TIFF
- Must be valid (not expired)
2. Digital passport photo
- Recent photo (taken within 6 months)
- Plain background, neutral expression
- File size: 1-5 MB
- Format: JPG or JPEG only
- Follow Estonian passport photo standards
3. Motivation statement
- A short paragraph explaining why you want e-Residency
- Mention your business plans
- Include any existing connections to Estonia
- Keep it honest and specific
4. Payment card
- Visa or Mastercard for the €150 state fee
- The fee is non-refundable once submitted
5. National ID number
- Your country's equivalent of a social security number
- If your country doesn't use one, select "Not applicable in my country"
Step 1: Create Your Application Account
Go to eresident.politsei.ee and create an account.
You will:
- Enter your email address
- Receive a verification link (valid for 2 months)
- Click the link to activate your account
Use a personal email you will have access to for years. All communication about your application comes through this email. Do not use a work email if you plan to leave that job.
You must apply yourself. No one can submit an application on your behalf.
Step 2: Complete the Application Form
The form takes about 30 minutes. You can save progress and return later.
Personal information section:
- Full name (exactly as it appears on your ID)
- Date and place of birth
- Citizenship
- Address
- Contact details
Motivation section:
- Your reason for applying
- Planned business activities
- Connection to Estonia (if any)
Write 2-3 sentences explaining your actual plans. The Police and Border Guard Board reviews this to verify genuine business intent.
Example: "I am a freelance web developer serving clients in Germany and the UK. I want to establish an Estonian company to invoice clients professionally and access EU payment infrastructure. I plan to visit Tallinn later this year to meet potential partners."
Document uploads:
- Upload your passport scan
- Upload your photo

Step 3: Choose Your Pickup Location
You must collect your e-Residency kit in person. Estonia has 50+ pickup locations worldwide:
In Estonia:
- Tallinn (Tammsaare service office)
- Tartu
- Pärnu
- Narva
Major cities with Estonian embassies:
- London, Paris, Berlin, Brussels
- New York, San Francisco, Los Angeles
- Singapore, Tokyo, Sydney
- Dubai, Tel Aviv
- And many more
Choose a location you can realistically travel to. Your card will be sent there after approval, and you must pick it up within 6 months.
Do not book travel until your pickup location confirms your card has arrived.
Step 4: Pay the State Fee
The application fee is €150.
This is non-refundable even if:
- Your application is rejected
- You change your mind
- You never pick up your card
Ukrainian citizens: The fee is currently fully reimbursable.
Pay with Visa or Mastercard. Your bank may require additional verification through their app.
Step 5: Submit and Wait
After submission, you receive a confirmation email from "Politsei- ja Piirivalveamet" (Estonian Police and Border Guard Board).
Processing time: 3-8 weeks
During this time, the Board:
- Verifies your identity documents
- Runs a background check
- Reviews your motivation statement
They may request additional information. Respond promptly to avoid delays.
You can log back into eresident.politsei.ee anytime to check your application status.
Step 6: Receive Approval Notification
Once approved, you receive an email confirming your e-Residency.
Your digital ID kit is then shipped to your chosen pickup location. This takes an additional 2-5 weeks depending on the destination.
Your pickup location will contact you when the kit arrives and schedule an appointment.
Step 7: Collect Your e-Residency Kit
At your appointment, bring:
- Your passport (the same one you used to apply)
- The appointment confirmation
The process takes about 15 minutes:
- Staff verify your identity
- They scan your fingerprints (electronically, no ink)
- You receive your e-Residency kit
Your kit contains:
- Digital ID card (blue and white)
- USB card reader
- Two PIN codes (PIN1 for authentication, PIN2 for digital signatures)
Never share your PIN codes with anyone.
Step 8: Set Up Your Digital ID
Before using your e-Residency, install the required software:
- Download DigiDoc4 from id.ee
- Install it on your computer (Windows, Mac, or Linux)
- Insert your card reader into a USB port
- Insert your e-Residency card (chip facing up)
- Open DigiDoc4 and verify your card is recognized
Once set up, you can:
- Digitally sign documents (legally valid across the EU)
- Log into Estonian e-services
- Manage your future company online

Register Your Company
You can now establish an Estonian OÜ (private limited company) through the e-Business Register.
Most e-residents use a service provider to help with:
- Company registration (€265 state fee)
- Legal address in Estonia (required by law)
- Annual accounting and reporting
- VAT registration if needed
Popular service providers include Xolo, 1Office, and e-Residency Hub. Compare their pricing and services before choosing.
Open Business Banking
This is where many e-residents face challenges. Traditional Estonian banks like LHV prefer applicants with:
- Business activity in Estonia
- Estonian clients or suppliers
- Physical presence in Estonia
If you don't have strong Estonian ties, start with fintech options:

Understand Your Tax Obligations
Estonian companies pay 0% corporate tax on retained profits. You only pay tax (22%) when you distribute dividends.
However, you personally remain a tax resident in whichever country you live in. You may owe personal taxes there.
e-Residency is not a tax loophole. It's business infrastructure.

Yes. Many e-residents run multiple companies in different jurisdictions.
What if my application is rejected?
Rejections are rare if you have a clean background and legitimate business intent. The fee is not refunded, but you can reapply.
Can I change my pickup location after applying?

Do I need to visit Estonia?
